Why government websites are so shabby?

Today I was looking at provident fund website, while it is appreciable that it is online (can’t see my passbook yet), why should it be so shabby?

There is no professionalism in the design especially UI/UX. For registering members there is one site and for the passbook there is another (Why mere bhai?)

Can’t they make it a hyperlink?

There are various ways to make it user friendly or at least less frustrating, granted there might be less budget, separate projects. you may simply redirect the user or make  it a hyperlink.

When you somehow reach to another website http://www.epfindia.gov.in  then you find member passbook link, which will take you to another website i.e. https://passbook.epfindia.gov.in which is another shabby site which looks like being developed by a 5th grader. the blurred header image is not because, my screen capture program, it is like that!

Notice the 4 notes at the bottom of the screen, 3 of them of due to lethargy of the architect/developer. And above all how the product owner allowed it all. First user is already frustrated that you did not give the information on the same site and now you are asking him to enter the credentials again.. on top of that if you have changed the password you have to wait for another day to login!!!

Last but the least, I was are able to enter the website to see the passbook and I received following message.

    Update: After 4 days, when checked again, the passbook was there :).
